Procurement by users in the organisation puts demand on a system to be very easy to use and that users are motivated and positive.
When the city of Helsingborg conducted a procurement of "Direct procurement" the decision was to award Primona to supply a system based on Kommers. In the motivation to the decision, great emphasis was given the user friendliness and that the tool is possible to adopt to the internal procedures. Primona showed that Kommers has large possibilities for customization so that it meet the city of Helsingborgs requirements for "direct procurement" (procurement following informal procedures).
Primona also proposed a suitable communication plan for the system launch, an important success factor when introducing a new IT-systems, particurarly to a large number of users.
